AT THE START OF ANY ACADEMIC YEAR, IT'S GOOD TO PAUSE AND REFLECT ON ALL WE HAVE ACHIEVED AND REMEMBER THE REASON WE HAVE DONE THIS WORK.
WE HAVE OVERHAULED THE CAMPUS FUNDING MODEL, BUDGET, KEPT TUITION FLAT FOR RESIDENTS AND MADE IT EASIER TO TRANSFER BETWEEN COMMUNITY COLLEGE AND UNC INSTITUTIONS.
THAT'S A SAMPLE OF A LONGER LIST OF WHAT THE BOARD HAS ACCOMPLISHED THIS YEAR.
I KEEP THINKING OF AN EMERGING THEME.
A GREAT UNIVERSITY DOESN'T BELONG TO ONE PERSON BUT EVERY PERSON IN THE ROOM, OUR FAMILY, FRIENDS AND ALL NORTH CAROLINIANS THAT INVEST IN THE SUCCESS AND ARE PROUD TO CALL IT THEIR OWN.
WE ARE STEWARDS OF THIS UNIVERSITY.
IN COMING MONTHS, WE'LL BE CALLED ON TO SET OUR INSTITUTION ON ITS COURSE FOR SEVERAL YEARS YEARS,APPOINTING BOARD MEMBERS O OVERSEE THE CAMPUS AND HELP OUR INSTITUTIONS MEET GOALS.
IN THE COMING MONTHS, WE'LL ADDRESS TUITION AND FEES, COST OF ATTENDANCE AND AFFORDABILITY ISSUES, WORK WITH CAMPUS THROUGH DEMDEMOGRAPHIC CHALLENGES THAT E OUR NATION IN THE FUTURE YEARS.
WE CONTINUE TO PROMOTE ACADEMIC INTEGRITY AND FISCAL RESPONSIBILITY, HELPING MORE STUDENTS GRADUATE ON TIME WITH LESS DEBT.
OVER THE PAST FIVE DECADES, THE STEWARDS THAT LED THE UNIVERSITY HAVE PROTECTED THE STATE'S INVESTMENT IN EDUCATION, RESEARCH AND PUBLIC SERVICE.
TODAY THE EVIDENCE IS FOUND ACROSS THE STATE.
OUR INSTITUTIONS PRODUCE RESEARCH TO TRANSFORM SCIENCE, ENGINEERING AND MATH.
WE PROVIDE COMMUNITY RESOURCES AND MAKE OUR RESIDENTS HEALTHIER, STRONGER AND MORE SUCCESSFUL.
WE PROMOTE K-12 LITERACY EFFORTS, EDUCATE THE NEXT GENERATION OF PUBLIC SCHOOL TEACHERS AND SUPPORT NINE LABS TO GIVE NEW TEACHERS HANDS ON EXPERIENCE.
WE REACH INTO UNDER SERVED COMMUNITIES, EDUCATE THE NEXT GENERATION OF DOCTORS AND NURSES.
WE OFFER WORKFORCE TRAINING AND COLLABORATE WITH BUSINESS LEADERS TO GROW THE ECONOMY, PROVIDE SUPPORT FOR TRANSFER STUDENTS, EDUCATE MILITARY VETERANS AND THEIR FAMILIES AND OPEN THE DOOR TO ANYONE READY TO ACHIEVE THEIR VERSION OF THE AMERICAN DREAM.
I CONTINUE TO BE HUMBLED BY THIS WORK.
IT'S A PRIVILEGE TO SERVE WITH EACH OF YOU.
I SEE FIRST HAND HOW OUR INSTITUTION ARE MAKING A POSITIVE INFLUENCE ACROSS OUR STATE AND COUNTY.
RESOURCES WE MANAGE ARE NOT OUR OWN AND WE MUST WORK FOR THE WELL BEING OF OTHERS GUIDED BY INTEGRITY, RESPONSIBILITY AND VISION.
IT DRIVES US TO MAKE CHALLENGING DECISIONS TODAY SO OUR UNIVERSITIES CAN SUCCEED FAR INTO THE FUTURE.
AS WE BEGIN THIS YEAR'S WORK IN EARNEST, I CHALLENGE EACH OF YOU TO PREPARE FOR SHORT-TERM CHALLENGES AND FOCUS ON LONG-TERM RESULTS.
WHEN OUR TIME AROUND THE BOARD TABLE IS ENDED, THE MARK WILL BE ONE MEASURE, IF WE L LEAVE THE UNIVERSITY BETTER THAN WE FOUND IT.

AS YOU NOTED, THIS YEAR MARKS THE 50TH ANNIVERSARY OF THE UNC SYSTEM.
WE HAVE BEEN CELEBRATING THE PAST SEVERAL MONTHS, SHARING STORIES OF HISTORY AND PEOPLE THAT MADE IT POSSIBLE.
I'M AMAZED HOW MANY COLLEAGUES WE HAVE ACROSS THE SYSTEM, PROFESSORS, RESEARCHERS, STAFF WITH US MORE THAN FIVE DECADES.
THEY HAVE SEEN INCREDIBLE GROWTH AND CHANGE OVER THE COURSE OF THEIR CAREERS.
THE UPWARD TRAJECTORY OF EXPANDING PROGRAMS, REACHING INTO NEW FIELDS, IT MIRRORS HIGHER EDUCATION NATIONALLY, FROM THE POST WORLD WAR II BOOM OF THE GI BILL TO THE BABY BOOM GENERATION TO THE MILLENNIUM GENERATION, AMERICANS HAVE BENEFITED FROM A TAIL WIND OF EDUCATION GROWTH AND GREATER DEMAND FOR HIGHER EDUCATION.
THAT PERIOD IS DRAWING TO A CLOSE.
AS YOU CAN SEE IN THE FIRST CHART HERE, SHOWING UNC ENROLLMENT TRENDS IN RED AND NATIONAL ENROLLMENT IN BLUE, THIS DATA SPANS 2015 THROUGH LAST FALL WILL HAVE THE CENSUS FIGURES FOR YOU AT NEXT MONTH'S MEETING.
IT CLEARLY SHOWS THAT WHILE WE HAVE OUT PERFORMED NATIONALLY, WE ARE NOT EXEMPT FROM DEMOGRAPHICS.
FROM THE TURN OF THE MILLENNIUM THROUGH 2024, NORTH CAROLINA'S POPULATION OF TRADITIONAL COLLEGE AGED YOUNG PEOPLE, BETWEEN 18-24 WILL HAVE GROWN BY A THIRD.
FOR THE NEXT TWO DECADES, IT WILL BE FLAT.
TRADITIONAL COLLEGE ISN'T GETTING DEEPER ANY TIME SOON.
IN WAYS BIG AND SMALL, IT MEANS RESHAPING THE STATE WE WISH TO SERVE.
NOTHING NEW FROM THE EARLIEST DAYS.
NORTH CAROLINA PUBLIC UNIVERSITIES LOOKED CLOSELY AT WHAT THE STATE NEEDS FROM US.
EVERY INSTITUTION IN THE UNC SYSTEM WAS GRADED WITH A SPECIFIC PURPOSE, TO TRAIN TEACHERS, BRING TO PURPOSE TO BLACK NORTH CAROLINIANS, TO SERVE RETURNING VETERANS TO PROVIDE THE TOOLS AND EXPERTISE TO MOVE A SOCIETY FROM FIELDS, TO FACTORY TO ECONOMY.
THEY THRIVE DESPITE CHANGES TO THE ECONOMY, EXPECTATIONS WHAT A COLLEGE EDUCATION SHOULD DELIVER.
WE CONTINUE THRIVING IN THE NEW ERA.
TO DO IT, WE NEED TO SHARPEN OUR VALUE PROPOSITION AND PERSUADE A SKEPTICAL PUBLIC THAT WE CAN DELIVER ON OUR CORE PROMISE OF A BETTER LIFE.
NORTH CAROLINA HAS BEEN PREPARING FOR THESE SHIFTS IN DEMOGRAPHY AND DEMAND TO ENSURE PUBLIC UNIVERSITIES CAN CHANGE IN THE THRIVING ENVIRONMENT, WE HAVE BEEN EXECUTING WELL CONSIDERED STRATEGY AT THE SYSTEM LEVEL.
I'M HOPEFUL, MR. CHAIRMAN, THAT IT'S HELPFUL TO PULL TOGETHER THE FOLLOWING SEPARATE BUT CONNECTED THREADS TOGETHER FOR CONTEXT.
AS SUMMARY IN THE SECOND CHART BEHIND US.
FIRST, ARGUABLY MOST IMPORTANT OF ALL, WE HAVE KEPT A LASER FOCUS ON AFFORDABILITY, LOW COST AND LOW DEBT.
THERE HAS BEEN A GREAT DEAL OF DISCUSSION NATIONALLY ABOUT STUDENT DEBT RELIEF AND WHO SHOULD SHOULDER THE BURDEN OF COLLEGE COSTS.
WE BELIEVE THE ONLY WAY TO SOLVE THE STUDENT DEBT PROBLEM IS STOP CREATING SO MUCH DEBT IN THE FIRST PLACE.
WE HAVE DONE THAT THROUGH NC PROMISE, THROUGH INCENTIVES FOR ON TIME GRADUATION, AID FUNDING AND SIX YEARS OF FLAT TUITION FOR NORTH CAROLINA UNDERGRADS.
WE RECOMMEND EXTENDING THAT TUITION FREEZE FOR A SEVENTH CONSECUTIVE YEAR.
THE SIMPLEST WAY TO STRENGTHEN OUR VALUE SYSTEM IN HIGHER EDUCATION IS TO KEEP COSTS LOW.
IT'S THE NORTH CAROLINA WAY.
WE ARE DETERMINED TO PRESERVE IT.
SECOND, WE ARE FOCUSED ON CAPITAL SPENDING TOWARD REPAIR AND RENOVATION.
PLAINLY STATED, WE NEED TO TAKE CARE OF INFRASTRUCTURE INSTEAD OF EXPANDING OUR PHYSICAL FOOTPRINT.
YOU HAVE SEEN THAT IN OUR RESPONSIBLE STEWARDSHIP AND STATE BUDGET REQUESTS RESULTING IN MUCH NEED OF REPAIR AND RENOVATION.
OUR CAMPUSES HOLD SOME OF THE MOST VALUED BUILDINGS IN THE STATE.
WE NEED TO CARE FOR THEM WELL.
THIRD, AT THE SAME TIME, WE ARE BUILDING SOMETHING NEW.
WE ARE DOING IT ONLINE.
WE HAVE LAUNCHED A FIRST OF ITS KIND EFFORT TO BRING THE BEST PRACTICES OF ONLINE MANAGEMENT TO THE SECTOR, LAUNCHING PROJECT KITTY HAWK TO COMPETE EFFECTIVELY FOR WORKING ADULTS.
THERE ARE 10S OF THOUSANDS OF NORTH CAROLINIANS ENROLLED IN ONLINE OUT OF STATE PROGRAMS BECAUSE UNC SYSTEM SCHOOLS DIDN'T HAVE THE OFFERINGS THEY NEEDED OR DIDN'T KNOW HOW TO REACH THEM.
KITTY HAWK IS GOING TO CHANGE THAT AND BRING THE BEST OF OUR PUBLIC UNIVERSITY PROGRAMS TO AN UNDER SERVED MARKET OF ADULT AND MILITARY STUDENTS.
IT'S THE RIGHT THING TO DO AND THE SMART THING TO DO.
FOURTH, SUPPORTING TARGET TD GROWTH IN OUT OF STATE STUDENTS, MOVING TO TAP NATIONAL DEMAND FOR OUR CAMPUSES THAT HAVE EXISTING CAPACITY.
AT A TIME OF HUGE DEMAND FOR EDUCATED WORKERS IN OUR ECONOMY, IT MAKES SENSE TO WELCOME TALENT INTO NORTH CAROLINA WITHOUT DISPLACING INSTATE STUDENTS.
IT BRINGS RESOURCES TO THE CAMPUSES, MAKES EFFICIENT USE OF EXISTING STATE CAPACITY WHERE WE HAVE IT, AND IT CONTRIBUTES TO A VIBRANT STATE.
IT'S BEEN INCREDIBLY HELPFUL TO OUR HBC US, AND I RECOMMEND ADDING A HANDFUL OF UNIVERSITIES WHERE IT ENHANCES THEIR POSITION.
FIFTH, WE ARE WORKING WITH OUR LAW MAKE ARES TO SIMPLIFY FINANCIAL AID MAKING SURE LOW INCOME FAMILIES KNOW THERE IS SUPPORT FOR STUDENTS.
WE NEED TO STRUCTURE SCHOLARSHIPS AND AID IN A WAY TO ENCOURAGE STUDENT AMBITION AND INCENTIVIZES PREPARATION FOR COLLEGE.
WE ARE DISMANTLING BARRIERS TO DISCOURAGE AND ACCUSE STUDENTS.
SIX, WE HAVE DONE AN ENORMOUS AMOUNT OF WORK TO MAKE TRANSFERRING SIMPLER, FROM OUR OWN COLLEGE AND COMMON CORE SYSTEM.
STRONGER ARTICULATION AGREEMENTS ARE IN OUR EFFORTS.
THIS IS CRITICAL CONSIDERING THE NUMBER OF COLLEGE TRANSFERS ARE DOWN SIGNIFICANTLY AS A RESULT OF THE PANDEMIC RESULTING SO MANY LIVES.
REVIEWING A PUBLIC INTEREST STANDARD.
WE HAVE AN OBLIGATION TO MAKE SURE ANY CREDENTIAL FROM THE NORTH CAROLINA LEAVES GRADUATES BETTER OFF THAN BEFORE SO WE CAN MAKE THAT PROMISE TO PARENTS AND STUDENTS.
AT BEST, A HIGH QUALITY EDUCATION CONTRIBUTES TO MORE MEANINGFUL LIVES AND FULFILLING CAREERS.
EIGHT, FINALLY, WE ARE BUILDING IN CLEAR INCENTIVES FOR ON TIME GRADUATION.
ONE OF THE SUREST WAYS TO KEEP COSTS DOWN TO KEEP STUDENTS MOVING FORWARD IN THEIR LIVES, ALIGNING OUR OWN INCENTIVES WITH WHAT IS BEST FOR STUDENTS THE RIGHT THING TO DO AND SMART THING TO DO.
THESE ARE RESPONSIBLE THOUGHTFUL LONG-TERM MOVES THAT NORTH CAROLINA NEEDS FOR THE COMING DECADES, MEANT TO SHARPEN OUR VALUE PROPOSITION IN A TIME OF SCEPTICISM FROM THE PUBLIC.
OVER THE PAST TWO YEARS, FOLLOWING THE TIGHT LABOR MARKET THERE IS RENEWED INTEREST IN POLICYMAKERS FOR APPRENTICESHIPS, ON JOB TRAINING LEADING TO FAMILY SUPPORTING JOBS.
I THINK THAT'S FOR THE GOOD.
COLLEGE CANNOT AND SHOULD NOT BE DEFINED AS THE ONE AND ONLY PATH TO SUCCESS IN AMERICA.
AN OPPORTUNITY RICH SOCIETY SHOULD OFFER A VARIETY OF PROMISING PATHS TO THE GOOD LIFE, AND AT THE SAME TIME, I BELIEVE THAT THE EXPERIENCE OF THE PAST HALF CENTURY HAS SHOWN THAT PEOPLE BENEFIT FROM THE EXPERIENCE OF HIGHER EDUCATION.
WE NEED TO MAKE OUR UNIVERSITY A COMPELLING CHOICE FOR MORE STUDENTS.
AS YOU SEE FROM THE THIRD CHART, POLLING DATA, YOUNGER AMERICANS WITHOUT A COLLEGE DEGREE.
THE POPULATION WE NEED TO REACH TO SERVE MORE ADULT LEARNERS ARE NOT SOLD ON HIGHER EDUCATION.
THEY DON'T HAVE CONFIDENCE THAT COLLEGE WILL LEAVE THEM BETTER OFF.
WINNING THE TRUST OF THOSE PEOPLE, OUR FELLOW CITIZENS, BUILDING THE INFRASTRUCTURE TO OFFER SECOND CHANCES TO PEOPLE THAT HAVEN'T HAD THE OPPORTUNITY YET MUST BE A PART OF THE CORE MISSION AS A PUBLIC UNIVERSITY.
PROJECT KITTY HAWK PART OF THAT WORK, NC PROMISE, PART OF THAT WORK, CREATING COMPELLING PATHS FROM COMMUNITY COLLEGES TO GRADUATION.
I'M GRATEFUL TO THIS BOARD AND TO OUR ELECTED OFFICIALS FOR THINKING CREATIVELY ABOUT THE ROLE OUR PUBLIC UNIVERSITIES PLAY IN THE DECADES TO COME.
THERE IS NO STATE IN THE NATION BETTER POSITION TD TO NAVIGATE THE SEISMIC CHANGES ON THE HORIZON.
WE SHOULD PROUD OF THAT.
WHEN ANOTHER GENERATION OF LEADERS PREPARING FOR THE UNC SYSTEM 100 YEAR CELEBRATION IN 2072, THEY'LL REFLECT ON THIS TIME AS A MOMENT OF GREAT PROMISE FOR OUR PUBLIC UNIVERSITIES.
IT WILL BE AN INSPIRING STORY TO TELL.

THIS IS A FEE INITIALLY IMPLEMENTED BY THE BOARD OF GOVERNORS 2015-16 AND SET AT A RATE OF $30 PER STUDENT AT EVERY CAMPUS.
BACK IN MARCH 2021, THE BOARD OF GOVERNORS APPROVED AN INCREASE TO $60 BY 22-23.
EFFECTIVE THIS FALL, ALL OF OUR INSTITUTIONS ARE CHARGING THIS CONSISTENT FEE TO OUR STUDENTS.
YOU WILL SEE ON THE SLIDE THE LIST OF ALLOWABLE PURPOSES FOR WHICH THE FEE REVENUE MAY BE USED.
IT IS USED TO SUPPORT CAMPUS POLICE OFFICER SALARIES.
IT SIPTS HIGHLY QUALIFIED TRAINED INVESTIGATORS AND HEARING OFFICERS RELATED TO OFFENSES, HELPING WITH SECURITY TRAINING, SUBSTANCE ABUSE COUNSELING AND OTHER TITLE IX CLERY ACT COMPLIANCE AND COORDINATION.
YOU WILL SEE WE ANTICIPATE THE FEE WILL GENERATE $13.3 MILLION FOR OUR INSTITUTIONS COLLECTIVELY.
YOU SEE A BREAK DOWN BY THE INSTITUTION OF WHAT WE ESTIMATE THE FEE REVENUE TO BE.
I WOULD NOTE, HOWEVER, THE CAMPUS SAFETY FEE IS NOT THE SOLE SOURCE OF REVENUE TO SUPPORT CAMPUS SAFETY.
YOU SEE A SUMMARY OF THE DEPARTMENTAL BUDGETS, HOW MUCH THEY HAVE EXPENDED OVER THE LAST THREE YEARS AND WHAT THEY ARE BUDGETED FOR CURRENTLY FISCAL YEAR AND YOU WILL SEE $80 MILLION ANNUALLY.
THE MAJORITY OF THE EXPENDITURES ARE SUPPORTED BY OUR GENERAL FUND BUDGET WHICH IS A COMBINATION OF APPROPRIATION AND TUITION FEES.
THE CAMPUS SECURITY FEE DOES SUPPLEMENT STATE FUNDS THAT ARE GOING TO THIS PURPOSE.
I WOULD NOTE THAT THIS IS NOT THE ONLY FEE THAT IS SUPPLEMENTAL IN NATURE.
WE HAVE A TECH FEE SUPPLEMENTAL IN NATURE AS WELL AS SPECIAL FEES CHARGED TO THOSE IN CERTAIN PROGRAMS OF STUDY.
IT'S IMPORTANT ALSO FOR YOU TO KNOW THAT A PORTION OF THE FEE FOR $60, $4 IS TRANSFERRED TO THE U.N. C. SYSTEM OFF OFFICES T RELATED TO CAMPUS SECURITY.
IT IS A SOURCE OF REVENUE ALLOWING US TO ESTABLISH THE TRAINING CENTER.
YOU RECALL THAT IS A VERY IMPORTANT RESOURCE FOR US TO -- SYSTEMICALLY ENSURE OUR CAMPUSES HAVE THE TRAINING AND COOPERATION TO ENSURE A SAFE AND SECURE ENVIRONMENT FOR OUR STUDENTS.
WE USE THE FACILITY TO DO SPECIALIZED TRAINING EXERCISES AND DEVELOP THE READINESS TO RESPOND TO LARGE SCALE INCIDENTS.
WE USE THE FUNDS TO SPONSOR ACCREDITATION AND PROFESSIONAL AFFILIATIONS AND WE HAVE A LIMITED AMOUNT OF MONEY THAT WE TRANSFER TO THOSE WITH 2500 STUDENTS, INCLUDING ELIZABETH STATE.
THAT PROVIDES YOU THE BACKGROUND OF WHAT THE FEE IS, WHAT IT CAN BE USED FOR, HOW IT SUPPLEMENTS EXISTING FUNDS.
I BELIEVE MR. POPE WILL WANT TO PROVIDE A MOTION ON THE FLOOR, BUT THE REASON WE ARE HAVING THIS CONVERSATION TODAY, FROM TIME TO TIME THERE HAS BEEN QUESTION AND DEBATE ABOUT THE APPROPRIATENESS FOR CHARGING A FEE SPECIFICALLY FOR THIS PURPOSE.
I HAVE OUTLINED HERE WHAT I CONSIDER YOUR POLICY OPTIONS.
I THINK IT IS -- WE WOULD AGREE THAT THE BOARD WOULD EXPECT IN FISCAL YEAR 24, THE CAMPUS SAFETY BUDGET WILL BE FUNDED WITH A LEVEL CO COMMISERATE WITH THE CURRENT YEAR.
WE CAN MAKE NO CHANGE, CONTINUE THE $60 CAMPUS SECURITY FEE.
IF THE BOARD ELIMINATES THE FEE, THE OPTIONS WOULD BE TO REQUEST ADDITIONAL PREPARATION FROM THE GENERAL ASSEMBLY TO OFFSET THE FEE REVENUE, COMMISERATE ADDITIONAL TUITION REVENUE TO BE USED TO OFFSET THE LOST FEE REVENUE.
YOU COULD ACQUIRE MONEY TO BE REPRIORITIZED.
I WOULD MAKE SURE EVERYONE IS AWARE THAT ALL OF OUR SYSTEM WIDE BUDGET IS ALLOCATED AMONG THE INSTITUTIONS.

OUR CAMPUSES ARE ALLOCATING SIGNIFICANT SUMS OF MONEY AND TO REMOVE THE FEE WOULD PUT INCREMENTAL PRESSURE ON THE CAMPUSES.
I THINK THE GOOD WORKS OF THE FEE STAND FOR THEMSELVES, AND IT ENSURES THAT THE MONEYS ARE DIRECTED TO THE PURPOSES, AND IF THIS BOARD WILL RECALL, EACH IMPLEMENTATION OF THE FEE BACK IN 2015, WE HAD GREAT DEBATE ABOUT THE INTENDED PURPOSE AND LAST YEAR WE HAD GREAT DEBATE ABOUT ITS INTENDED PURPOSE.
WE ARE DOING GOOD WORK WITH THIS MONEY.
I THINK OUR LAW ENFORCEMENT REPRESENTATIVE WOULD SAY THE TRAINING IS INVALUABLE.
THE FACT THAT THIS BOARD HAS TAKEN A POSITION TO SUPPORT LAW ENFORCEMENT WAGES IN A TIME OF MUCH INCREASED COMPETITIVENESS SPEAKS TO OUR COMMITMENT TO OUR LAW ENFORCEMENT ENVIRONMENT.
I THINK SUBSTANCE ABUSE COUNSELING AND OTHER AREAS THAT THIS SUPPORTS SPEAKS TO OUR COMMITMENT TO DOING GOOD.
WHEN IT COMES DOWN TO HOW I LOOK AT THE FEE, THERE IS APPROPRIATENESS OF SHARING OF THE EXPENSE OF GOOD SAFETY, AND AS A PARENT, I WOULD SUPPORT A FEE THAT SUPPORTS THE SAFETY OF MY CHILDREN AT AN INSTITUTION AND I THINK THIS IS CERTAINLY BEING USED FOR ITS INTENDED PURPOSE.
I WOULD POINT OUT, AS WE REMOVE THE FEE INSTRUCTION, WE REMOVE WHERE THE FUNDS GO.
I THINK IT WOULD TAKE FROM OTHER AREAS THAT THEY ARE SUPPORTING.
I WOULD ALSO SAY THAT THE REMOVAL OF THE FEE, IN MY OPINION, IS DISPROPORTIONATELY DIFFICULT FOR SMALLER INSTITUTIONS WE ARE SUPPLEMENTING TOO.
WITH THAT SAID, I WILL NOT SUPPORT THE MOTION TO REMOVE THE FEE AND ASK THAT YOU WOULD GIVE THE SAME COURSE CONSIDERATION.

BECAUSE IT'S DIRECTLY RELATED TO THIS, I WANT TO THANK PRESIDENT HANS LEADERSHIP ON MAINTAINING A SEVENTH YEAR OF TUITION FEES MAKING THE UNIVERSITY AFFORDABLE, GOOD COMMON SENSE RELATES TO THE AMOUNT OF STUDENT DEBT BURDEN WE HAVE.
LAST MARCH, I SUPPORTED THE FEE INCREASE BECAUSE ABSOLUTELY, PUBLIC SAFETY OFFICERS MADE THE CASE THAT THEY NEEDED ADDITIONAL FUNDING FOR THE TRAINING, FOR COMPENSATION, VERY WELL MADE THEIR CASE.
I FULLY SUPPORT THAT, BUT IN MARCH, WE HAD NO OTHER RESOURCE TO GET ADDITIONAL FUNDING THAN GO THROUGH THE ROUTE OF STUDENT FEES.
IN SEPTEMBER, THE BEGINNING OF THE BUDGET PROCESS BEGINNING JULY 1, 2023, WHERE THE BOARD OF GOVERNORS SET POLICY, MANDATED NOT TO PRESENT A UNIFIED BUDGET BUT DEVELOP A UNIFIED BUDGET.
TO DO THAT, WE SHOULD SET PRIORITIES.
WHEN WE SET THE PRIORITIES, LOOK AT THE PLANNING ENROLLMENT.
IN ORDER TO FULLY FUND THE ACTIVITIES, THE CAMPUSES THAT HAVE DECLINING ENROLLMENT AROUND FEES TO SUPPORT THE PUBLIC SAFETY AND MENTAL HEALTH AREAS, THE SECOND PART OF MY MOTION IS TO MAKE SURE FOR ALL CAMPUSES WE MAINTAIN THE CURRENT LEVEL OF SPENDING OR HIGHER.
LET ME BE CLEAR FOR EMPHASIS.
IF Y YOU WANT THE SAME LEVEL NET YEAR DESPITE DECLINING ENROLLMENT, YOU SHOULD SUPPORT THIS MOTION.
IF YOU WANT TO CONTINUE THE TRAINING FOR SAFETY AND SECURITY TRAINING, COORDINATION, NEXT YEAR AS WE DO THIS YEAR FOR ALL CAMPUSES, YOU SHOULD SUPPORT THE MOTION.

IT IS AN INFLATIONARY TIME WHERE WE ARE CONCERNED ABOUT PEOPLE DEBATING THE VALUE OF A COLLEGE EDUCATION, DECLINING ENROLLMENT, FAMILIES AROUND THE KITCHEN TABLE WONDERING HOW THEY'LL PAY FOR THE NEXT MEAL.
YOU SAY, WHAT'S 30 BUCKS?
IT'S NOT JUST 30 BUCKS FOR THE UNIVERSITY FEE.
IT'S A 17% INCREASE IN ALL OF THESE OTHER VITALLY NECESSARY THINGS TO BUY.
IT'S ONE MORE LOAD ON THEIR BACK.
I THINK WHAT STRIKES ME MOST OF ALL AS BEING SOMEWHAT UNFAIR IF NOT OUT LANDISHLY UNFAIR, $4 OF THE FEE COMES BACK THROUGH THE SYSTEM OFFICE AND IS REDISTRIBUTED IN SOME PART, UNMEASURED, TO A SCHOOL.
IF I UNDERSTAND WHAT IS GOING ON THERE, A STUDENT AT NC STATE IS PAYING $4 OUT OF THE $60 TO FUND SERVICES AT ANOTHER SCHOOL BECAUSE THAT SCHOOL NEEDS THE MONEY.
I DON'T DEBATE OR QUESTION THE NEAT NEED FOR THE SERVICES OR ND FOR SOME OF OUR UNIVERSITIES TO GET SOME FINANCIAL ASSISTANCE PROVIDED.
I'M NOT CERTAIN IT'S FAIR TO THE STATE.
ON THE OTHER SIDE, I HATE TO TAX THE UNIVERSITIES WITH THIS ADDITIONAL COST ALL OF A SUDDEN.
WHAT I'M MORE INCLINED TO DO IS SEE IF THERE COULD BE A CONSENSUS AROUND THE IDEA OF EXAMINING THIS AND REVISITING THIS WHEN EVERYONE HAS PLENTY OF NOTICE, THE UNIVERSITIES THEMSELVES AND ALL AFFECTED BY IT.

I GET THAT, BUT THE INFLATIONARY PRESSURES ON THE INSTITUTION ARE REAL TOO.
WHILE I SAID I WOULD LOVE THE IDEA OF REPEALING THE FEE, IT WOULD BE A GREAT STATEMENT ON OUR PART, I DON'T THINK WE CAN DO IT RIGHT NOW ON THE BACKS OF THE INSTITUTIONS.
INSTITUTIONS, HOWEVER SMALL IT IS.
THE ONLY WAY WE CAN DO IT IS GO BACK TO THE LEGISLATURE WHICH WE DON'T LIKE TO DO, AND ASK THEM TO TAKE ON THIS CORE FUNCTION, AND GO FROM THERE.

WE WANT TO LOOK AT SALARY EXPRESSION AND INEQUITY, IMPROVE RETENTION BY DISENGAGEMENT WE SEE IN ALL WORKPLACES THESE DAYS.
WE HAD A GREAT DISCUSSION ABOUT FREE SPEECH ON CAMPUS.
WE DISCUSSED HOW TO BEST ADVISE THE SYSTEM OFFICE AND GOVERNORS.

EXTERNAL DEMANDS ON THE INSTITUTIONS INCREASED WHILE CAMPUS OPERATIONS RISK ARE MORE COMPLEX.
SURVEYS SUGGEST THAT THE SKILLS NECESSARY FOR SUCCESS AS A UNIVERSITY CHANCELLOR ARE DISTINCT FROM THOSE MOST IMPORTANT IN THE PAST.
TTENURES OF CHANCELLORS HAVE DECREASED AS HAS THE POOL OF CANDIDATES.
THIS HAS LONG-TERM IMLEX FOR THE SYSTEM.
THIS FALL, THEY'LL TAKE A STEP BACK TO ASK IF THE ASSUMPTIONS ABOUT THE DEMANDS OF THE JOB AND COMPETENCIES TO MEET THE DEMAND ARE UP-TO-DATE.
WE NEED A CLEAR AGREED UPON UNDERSTANDING OF THE SKILLS, ATTRIBUTES AND EXPERIENCES MOST CRITICAL TO SUCCESS TODAY AND IN FUTURE.
THE CONVERSATION BEGAN YESTERDAY WITH A PRESENTATION FROM COLE CLARK AND CHRISTINA SPOTS FROM DLOIGHT WHO POINTED OUT THAT THE JOB HAS NO ANALOGUE IN THE PUBLIC SECTOR.
THEY OUTLINED THE SKILLS THAT TODAY'S LEADERS IDENTIFY AS IMPORTANT TO SUCCESS INCLUDING STRATEGIC THINKING, FUNDRAISING AND COMMUNICATION AS WELL AS THE AREAS OF IF JOB THEY FELT LEAST PREPARED LIKE ATHLETICS AND GOVERNMENT RELATIONS.
WE WERE FORTUNATE TO HEAR FROM DR. MARK BECKER IN ATLANTA WHO SCHIERED LESSONS FROM HIS EXPERIENCE AS ONE OF THE MOST INNOVATIVE COLLEGE PRESIDENTS.
HE HIGHLIGHTED THE THINGS LEADERS FACE INCLUDING SCEPTICISM ABOUT THE VALUE OF EDUCATION.
HE SPOKE TO THE IMPORTANCE OF DEVELOPING A STRONG LEADERSHIP TEAM, OF COMMITTING TO A LIMITED NUMBER OF KEY PRIORITIES, AND CLEARLY ALIGNING RESOURCES WITH THE PRIORITIES.
HE CONCLUDED WITH THE NEED FOR DEAF POLITICAL SKILL AND NAVIGATING BOARDS AND STATE LEGISLATURES.
WE ENDED THE FIRST SERIES WITH REMARKS FROM WADE MAKI, CRYSTAL WOODS AND MCKENZIE FROM THE STUDENT BODY PRESIDENTS.

THESE STANDARDS OUTLINE REASONABLE COSTS FOR FACILITY LEASES, TRANSPORTATION, SCHOOL NUTRITION AND SUPPORT SERVICES.
THE STATE BOARD OF EDUCATION WILL VOTE UPON THE STANDARDS WHICH UPON APPROVAL WILL BE UTILIZED IN FUTURE AGREEMENTS WITH LAB SCHOOL NETWORK PARTNERING SCHOOL DISTRICT.

WE WERE UPDATED OF LEGISLATIVE INCREASES IN EMPLOYEE PAY PAYCHS TO AUGUST AND ERA STATUS.
THE COMMITTEE RECEIVED A PRESENTATION ON THE COMPENSATION REVIEW, INCLUDING MARKET INDEX DATA.
THE PRESENTATION CREATED RANGES AND FACTORS AS WELL AS HOW THE EMPLOYEES OF THE 17 CONSTITUENT INSTITUTIONS ARE PAID AS A PERCENTAGE OF MARKET INDEX.

WE CAN'T REST ON OUR LAURELS.
WE CAN'T HELP BUT HOPE WE FIND THE AUDIENCE AMONG THE CLUTTER.
THIS REQUIRES TALENT AND STRATEGIC THINKING OF A LEADER AT THE TOP OF A VERY COMPETITIVE MARKETPLACE, SOMEONE LIKE DAVID CRABTREE.
I'M SO GLAD WE WERE TABLE TO LURE DAVID AWAY TO JOIN PBS-NC EARLIER THIS YEAR.
AS HE SETTLED INTO THE ROLE, I WONDERED WHY WE WOULD SEARCH FOR A NEW GENERAL MANAGER WHEN WE HAVE A SEASONED PRO RIGHT HERE, SOMEONE THAT UNDERSTANDS TELEVISION AND ONLINE AUDIENCES, CARES ABOUT NORTH CAROLINA, BELIEVES DEEPLY IN THE UNIVERSITY MISSION AND IS A TRUSTED AND PROVEN LEADER.
