Learn Moreabout PBS online sponsorshipwell the mayors of several Shore towns are hoping for a quieter weekend after the Memorial Day holiday saw a handful of violent and Rowdy incidents by teens on boardwalks New Jersey State Police union says there needs to be real consequences for drunk and disorderly groups local leaders blamed the state's scaled back law enforcement rules toward juveniles while Governor Murphy insisted the shore did not have a chaotic weekend so where do they go from here senior correspondent Joanna Gagis reports [Music] there's no repercussions these kids have no um fear of the law because the law doesn't do anything to them Jersey Shore Mayors are frustrated at what they say is their inability to manage crowds of young people who use their Shore towns as party towns during the summer but you could be grabbed at least seven eight nine 10 times for underage drinking and the best I can do is is call your parents their concerns only exacerbated by three incidents at the shore this Memorial Day Weekend a massive fight that led to the stabbing of a 15-year-old boy on the boardwalk in Ocean City the conflict between two groups that knew each other a separate incident in Seaside Heights had crowds running from the boardwalk because they thought shots were fired they weren't according to police and in Wildwood a fight broke out among a very large group of kids on the boardwalk who had had several calls to the police because of their Rowdy Behavior you go to the beach and the kids are down there drinking all over the beach you know God forbid one of these kids gets drunk goes in the ocean and then drowns and I can hear it right away ah you know WS they they let stuff go on they don't stop they don't stop when you're handcuffed you can only do so much Wildwood mayor Ernie Triano says his officers are handcuffed because of new limits that Governor Murphy placed on penalties for underage use of cannabis and alcohol part of the state's legalization and decriminalization of cannabis police are limited to just reporting any use or possession to parents with no fines or further penalties New Jersey policy perspective advocated for that position the data show that disproportionately children of color are more likely to be arrested more likely to go to jail even though they use drugs and alcohol at the same rates as white Youth and what ends up happening is this creates higher likelihood that that young person will end up incarcerated in the future and it the penalties can be really devastating to families that will then have fines and fees to pay could impact their educational opportunities New Jersey's legislature had approved a $50 fine which Murphy conditionally vetoed in the bill saying that amount would do nothing to deter underage drinking in affluent youth but could have compounding impact on families of color who face increased fines for non-payment but the state's police benevolent Association says another aspect of that law limits officers from even approaching young people who are inebriated this law inhibited the officers from going up to those individuals and saying hey can I see your identification that officer would be held to a third degree crime of deprivation of civil rights for those children or those young adults rather the law was later modified to require a person demonstrate that officer's intent anybody can make that claim when the officer is just trying to do their job that officer now is held to that third degree deprivation civil rights that says PBA president Peter andreev has officers scared to act and some scared to even take on the job but the ACLU sees it differently disruptive behavior noise complaints violent behavior is not touched by the law change and so the conversation I think has really grown Beyond this very narrow shift and I I believe that we need to be honest about what we're talking about it was a narrow law change law enforcement continues to have Broad what are we really talking about officers did make arrests in each of the violent disturbances at the shore Republican lawmakers are drafting a bill to create harsher penalties around riots and the New Jersey State Police will be on the boardwalk in Wildwood this weekend ensuring that upcoming Senior Week a Time known for underage partying stays orderly for NJ Spotlight news I'm Joanna Gagis [Music]
