WE HAVE A CLASS OF 14 RIGHT NOW, MADE UP OF 2 GUYS FROM ONTARIO P.D., 2 GUYS FROM L.A.X., AND ONE OFFICER FROM BEVERLY HILLS.
THE REST OF THE CLASS OF 14 ARE L.A. OFFICERS, AND THEY'RE ALL INVOLVED IN A 2-WEEK MOTORCYCLE RIDING PROGRAM, AND OF THAT 2 WEEKS, WE HAVE A LOT OF DIFFERENT TYPES OF EXERCISES GOING ON HERE, AND YOU'RE HERE ON DAY 5 OF THE FIRST WEEK.
AND AGAIN, WE HAVE A 2-WEEK SCHOOL.
WE'RE GETTING READY JUST TO MOVE OUT AND BASICALLY TRAIN.
Huell: BOY, THEY ARE REVVED UP AND READY TO GO, AREN'T THEY?
THEY ENJOY THIS.
Darryl: YES, SIR, THEY DO.
WHAT WE DO IS WE START OFF VERY, VERY SLOW IN WHAT WE CALL OUR MAZES, WHICH WE'LL SHOW YOU A LITTLE BIT LATER.
AND BY THE END OF THE FIRST WEEK AND INTO THE SECOND WEEK, WE ELEVATE THE EXERCISES AND MAKE THINGS A LITTLE MORE DIFFICULT, WHERE THEY HAVE TO DO A LITTLE BIT MORE IN THEIR RIDING.
Huell: NOW, WHAT'S THE PURPOSE OF LEARNING HOW TO DO THIS?
Darryl: OK, FIRST OFF, WE'RE TRYING TO GET THEM TO GET GOOD TRANSITION ON THE HANDLE BARS SO THEY CAN WORK THE HANDLE BARS BACK AND FORTH SMOOTHLY.
UM, UNDERSTANDING THE FRICTION POINT ON THE MOTORCYCLE, SO THEY'RE WORKING THE CLUTCH AND THE BRAKE AND THE THROTTLE ALL SIMULTANEOUSLY.
AND THEN WE HAVE THEM DOING THESE NINETIES SO THAT THEY CAN GET USED TO WHAT HAPPENS IF THEY GET IN SOME KIND OF SLIPPERY SUBSTANCE OUT THERE IN THE ROADWAY.
THEY WON'T PANIC.
THEY'LL BE USED TO IT, AND THEY CAN RIDE OUT OF IT.
Huell: THIS IS TOUGH RIGHT HERE.
Darryl: IT'S VERY DIFFICULT.
NOW, ANOTHER PART OF IT THAT MAKES IT EVEN MORE DIFFICULT IS WHEN IT STARTS GETTING REALLY COMPETITIVE, THE GUY ON THE INSIDE HERE, IF HE COMES IN TOO HOT, HE'LL SLIDE INTO THIS OTHER GUY'S PATHWAY, AND THEN THEY COULD HAVE A COLLISION, SO WE'RE REALLY CONCERNED ABOUT MAKING SURE THAT THEY KEEP A COOL HEAD.
Huell: OK, HERE HE COMES.
OH, WOW.
Huell: HOW DO YOU KNOW THAT THE CANDIDATES ARE SUITABLE TO, YOU KNOW, HAVE THE SKILL TO DO SOMETHING LIKE THIS?
Darryl: WELL, THERE'S A LOT OF PREPARATION BEFORE THEY SHOW UP HERE.
YOU KNOW, WE CALL THIS OUR MOTORCYCLE INSTRUCTION COURSE.
ACTUALLY, WE'RE REFINING WHAT A LOT OF THESE OFFICERS ALREADY KNOW WHEN THEY GET HERE, AND-- Huell: FROM JUST THEIR OWN PERSONAL EXPERIENCE?
Darryl: WELL, FROM DOING THEIR HOMEWORK AND FIGURING OUT WHAT WE'RE GOING TO DEMAND OF THEM WHEN THEY GET HERE.
AND THE SPEED AND THE TEMPO THAT WE KEEP IN THIS COURSE IS VERY DIFFICULT, AND IF THEY DON'T KEEP UP, THEN WE SEND THEM HOME.

[TIRES SCREECH] Woman: YOU CAN NEVER TOTALLY RELAX HERE AT ALL BECAUSE EVERYTHING WE GIVE THEM IS CHALLENGING, AND JUST WHEN THEY THINK THEY'RE GOOD AND THEY'VE MASTERED SOMETHING, WE THROW SOMETHING NEW AT THEM.
Huell: BUT ISN'T THAT WHAT LIFE AS A MOTORCYCLE OFFICER IS ALL ABOUT ANYWAY?
Woman: YES, IT IS.
ALWAYS EXPECT THE UNEXPECTED.
Huell: THEY HAVE TO BE READY FOR THINGS THAT THEY HAVEN'T BEEN TRAINED FOR.
Woman: EXACTLY.
THERE WILL BE TIMES OUT HERE WHERE THEY RUN IN THE DIRT.

THEY GO ALL OVER THE PLACE, SO WE EXPOSE THEM.

SO WE TEACH THEM THE SAFETY ASPECT OF HOW TO SLIDE THE MOTORCYCLE SAFELY.
AND THEY ALWAYS WANT TO LOOK WHERE THEY WANT TO GO, SNAP THEIR HEAD AROUND, AND OFF THEY GO.
AND THIS IS CONTROLLED, AGGRESSIVE RIDING.

Huell: NOW, SERGEANT, WE'VE COME UP HERE OVERLOOKING OUT OVER THE TRACK AT WHAT?
WHAT'S GOING ON OUT HERE?
IT LOOKS LIKE ALMOST A VERY LONG OBSTACLE COURSE DOWN THERE.
Darryl: THAT'S EXACTLY WHAT IT IS.
WE CALL THIS THE ROAD COURSE, AND IT INCORPORATES NUMEROUS DIFFERENT TASKS THAT THESE MOTOR OFFICERS HAVE TO COMPLETE.
THERE'S A TIGHT CIRCLE UP THERE FIRST, AND THEN THEY COME DOWN SINGLE FILE, AND THEY GO THROUGH A HARD LEFT TURN, THEN THEY DO A LARGE WEAVE, AND THEN THEY COME BACK THROUGH ANOTHER TIGHT CONE PATTERN, WHICH BRINGS THEM-- Walkie-talkie: DARRYL?
Darryl: WHICH WILL BRING THEM ULTIMATELY TO WHERE THEY'RE RIDING SIDE BY SIDE AGAIN.
Huell: NOW, WHAT KIND OF SKILLS DOES THIS TEACH THEM?
Darryl: WELL, IT TEACHES THEM TEAMWORK.
IT TEACHES THEM TO BE ALERT TO THEIR SURROUNDINGS, AS WELL AS BEING ABLE TO MAINTAIN CONTROL OF THIS MOTORCYCLE, AND IT ALL SIMULATES STUFF THAT THEY'LL HAVE TO DO OUT THERE IN TRAFFIC.
Huell: DO THEY WORK IN TEAMS OR BY THEMSELVES?
Darryl: BOTH.
THEY'VE GOT TO BE ABLE TO WORK IN VERY CLOSE PROXIMITY WITH OTHER MOTOR OFFICERS OR IN TRAFFIC, AND THEN OFTENTIMES DURING THE DAYLIGHT HOURS, THEY'LL BE WORKING BY THEMSELVES.
BUT THEY'VE GOT TO BE CONFIDENT IN EACH OTHERS' ABILITY, SO OVERALL, ALL THESE MOTOR OFFICERS HAVE TO HAVE THE CAPABILITY OF BEING ABLE TO RIDE VERY CLOSELY WITH ANOTHER MOTOR OFFICER WITHOUT ENDANGERING THEMSELVES OR THE OTHER PARTY.
Huell: NOW, HOW DANGEROUS IS IT TO BE AN L.A.P.D.
MOTORCYCLE OFFICER?
Darryl: WELL, BEING A MOTOR OFFICER ANYWHERE IN THE STATE OF CALIFORNIA IS EXCEEDINGLY DANGEROUS.
PROBABLY THE MOST DANGEROUS ASPECT OF LAW ENFORCEMENT.
Huell: WHY IS THAT?
Darryl: WELL, THEY'VE GOT TO DEAL WITH NOT ONLY CRIMINAL ELEMENTS, THEY'VE GOT TO DEAL WITH TRAFFIC, THEY'VE GOT TO DEAL WITH PEOPLE THAT AREN'T PAYING ATTENTION, AND THEN THEY'VE GOT TO DEAL WITH THE 700 POUND MOTORCYCLE OUT THERE.
Huell: SO THEY'RE THINKING OF A COUPLE OF THINGS AT THE SAME TIME.
THEY'RE THINKING OF LAW ENFORCEMENT, BUT THEY'VE ALSO GOT TO BE IN CONTROL OF THESE BIG MOTORCYCLES.
Darryl: ABSOLUTELY, AND IT'S NOT AN EASY TASK, AND THAT'S WHY WE PUT THEM THROUGH THE RIGORS OF THIS TRAINING PROGRAM.
Huell: DO YOU EVER REALLY FEEL LIKE THEY'RE PREPARED WHEN THEY--I MEAN, THEY'RE PREPARED TECHNICALLY, BUT REALLY, SOME OF IT JUST TAKES EXPERIENCE, DOESN'T IT?
Darryl: YES, IT DOES, AND EVERY TIME ONE OF THESE OFFICERS CRASHES, WE GET A COPY OF THE REPORT, AND WE REVIEW IT, BEING THE TRAINING CADRE, AND QUITE HONESTLY, THERE'S A LOT OF SOUL SEARCHING THAT GOES ON WHEN THERE'S A SERIOUS ACCIDENT AS TO WHETHER WE DID THE BEST POSSIBLE JOB WE COULD IN TRAINING THESE GUYS AND PREPARING THEM FOR WHAT THEY HAVE TO FACE OUT HERE.
Huell: TELL US WHAT KIND OF BIKES THEY'RE TRAINING ON HERE.
Darryl: WELL, HUELL, THIS IS A KAWASAKI POLICE 1000.
THIS PARTICULAR MODEL HAS BEEN IN EXISTENCE PROBABLY SINCE 1982 WITHOUT ANY REAL CHANGES TO THE BIKE ITSELF.
UH, WE TAKE A STREET BIKE, AND WE REMOVE A FEW PARTS LIKE THE FAIRING AND THE SADDLEBAGS, AND WE USE IT OUT HERE FOR THE TRAINING, BOTH ON THE ASPHALT AND WHEN WE GO OUT TO THE SOFT SURFACE INTO THE DIRT.
Huell: NOW, IS THIS THE SAME KIND OF BIKE THAT THEY'LL BE RIDING WHEN THEY BECOME MOTORCYCLE--YOU KNOW, OUT ON THE STREET?
Darryl: IT CERTAINLY IS.
THIS IS EXACTLY WHAT THEY'LL BE, EXCEPT THEY HAVE THE FAIRING AND THE SADDLEBAGS ON IT.
YEAH.
WE DON'T EVEN CHANGE THE TIRES OR ANYTHING.

Huell: NOW, THAT'S BECAUSE WHEN YOU GET SOMEWHERE WHERE A CRIME IS BEING COMMITTED, YOU DON'T WANT TO TAKE A LOT OF TIME, YOU KNOW, I MEAN, YOU WANT TO JUST BE ABLE TO JUMP OFF THE BIKE.

Huell: WHY DO PEOPLE WANT TO BE MOTORCYCLE OFFICERS?

IT'S LIKE AN INDEPENDENT AGENT OUT THERE.
YOU GET TO GO OUT AND MAKE ALL THESE CONTACTS WITH THE PUBLIC, TRY TO EDUCATE THEM, SLOW THEM DOWN, PREVENT ACCIDENTS.
THAT'S OUR MAIN FOCUS IN LIFE IS TO PREVENT ACCIDENTS, NOT HAVE PEOPLE CONTINUE DRIVING FAST OR DRUNK DRIVING OR WHATEVER.

Second man: THE BEST TIME ON OUR CAREER, I REMEMBER BOTH OF US WORKING TOGETHER IN THE VALLEY, WAS DRUNK DRIVING ARRESTS.

ALWAYS ANTICIPATE THE WORST HAPPENING.
IF SOMEBODY PULLS OUT IN FRONT OF YOU, THEY'VE GOT TO HAVE THESE SKILLS AND THESE FUNDAMENTALS IN ORDER TO STOP THAT MOTORCYCLE.
Huell: BOY, I NEVER HAD THOUGHT ABOUT THIS.
Wally: OK, NOW KEEP IT... Huell: THEY'RE DEALING WITH SOME OF THE WORST DRIVERS ON THE ROAD.
Wally: EXACTLY.
EXACTLY.
AND THEY'RE OUT THERE FOR 10, 12 HOURS A DAY.
NOT ONLY ARE THEY OUT THERE IN 10-HOUR SHIFTS, BUT THEY'VE GOT TO GO TO AND FROM HOME, SO THE FATIGUE FACTOR SETS IN.
THAT'S WHY WE CONTINUOUSLY RUN THEM ALL THE TIME.
WE WANT THAT FATIGUE FACTOR TO KICK IN BECAUSE AFTER A 10- OR 12-HOUR WATCH OUT THERE, A SHIFT, THEY'VE GOT TO GO HOME, AND THEY BETTER BE ON BOARD WHEN THEY GET HOME, ON THEIR WAY, SO THAT THEY MAKE IT IN ONE PIECE.
Huell: SO THEY'RE COMING DOWN HERE AT 40 MILES PER HOUR.
